I have a silly question. What are stars for under the names for? I notice that there's no add/remove respect option for regular members. My fluctuating level just makes me curious and I'm a curious sort.
And knowing the correct key words to use helps even more. When I searched for "stars" I got zero results...probably because I didn't use the question mark. Been on forums for ten years.
I'm just curious as to how they get set so that I can give kudos when I think they are earned. (As some have been earned already due to the help I have received).
I'll try expanding the date range and see what I missed.
You click on the persons name and choose view profile when it scrolls down. There you'll see where to rate someone. Is that what you guys are looking for?

You see that you have three? That means regular members have voted you to have three so far.
If someone came along and voted one for you, thinking that would add one, that would be incorrect. It would lower the stars.
The "vote" is for how many (total) you believe the poster should have.
