What are they thinking? Most dogs in shelters come from either backyard breeders or from puppy millers.And millers are not easy to stop by just making a no breeding law. I feel laws like these only add to the problem of puppy millers by attemting to decrease the overpopulation of unwanted animals by stopping breeding altogether. The pm are likley to fill the gap because people still want animals for companions. Results,more and larger PMs.
The problem of dog overpopulation can not be resolved by restricting akc breeders to only 2 pets per year. Someone is going to supply dogs to customers,hopefully it will be breeders who care about the welfare of the dogs,instead of millers who just want to make money.

Since I posted, I have been told that VPI (an entity that does low cost vaccinations at pet stores, feed stores etc.) are reporting animals that are intact to the state.
Cali is strapped for cash and is trying to generate money anyway they can, another perfect example is the Bible study group in SDthat they tried to armtwist fees from.

I'm new to these forums, but I've been around working dogs (working Jack Russells and Border Collies) for quite a long time. With the help of this board, I found a very nice working GSD puppy and hope to get started in Schutzhund.
I'm really interested in what working dog folks think would be good law and policy that would support them and put the hurt on millers and bad breeders. Animal lobby groups like the HSUS are opposed by breeders because such organizations push for legislation: they fear that any legislation will have a negative effect on good breeders, and they have good reason to believe that. There are many terrible dog laws around the country and more being made every day.Yet none of these laws seem to stop the mills, they just keep right on with the mass-production of dogs while good breeders are harassed by surprise inspections and have to pay one fee after another.
Regarding the AKC: litter registration permits millers and backyard breeders to pump out litter after litter of purebred, registered puppies. I'm not a fan of the kennel club with regard to its registration policies.
To me, we need some sort of uniform policy that is developed with a lot of input from good breeders, especially breeders who breed for work.

Yes, AB1634 was defeated last year (and I was at the Capitol then).
However, the enemies of dog breeding have not stopped trying to force this type of legislation on the people of the State of California. The latest version SB250 has been tabled (for now) but could still be brought up again because the legislature is still in session. The tactics employed in the past would not preclude this type of action by the sponsors. Indeed, we must all watch what our "representatives" are doing to reduce our freedoms.

I was informed today that SB250 passed the Appropriations Committee and will go to a full vote on the Assembly floor.
I was also told that if you care about this, every Democrat
in the Assembly needs to hear from you. If you have a dog in
