I really don't know what to do,I am completely at my wits end and I have tried just about everything that I can think of. I have a delightful four year old Papillion, un-neutered and he still is not pottytrained. He gives no warning, no signs, nothing when he has to go out. I have taken him out every 15 minutes and he still will pee in the house. I've tried long walks, I've tried weepads, I have monitored water comsumption throughout the day, I have taken water away at 5 p.m, nothing works-if he feels the slightest need to pee he will. He seems to have no bowl control either, if he has to go he will go. He can't have beds or any bedding material because he will pee/poo on it and then he WILL turn around and lie on it. He'll mess in his kennel, step and lay in it. If I put a weepad in his kennel he will shred it-then pee/poo on it and lay in it. Right now I have resorted to him being tied on a line in my kitchen with weepads plastered all over and when someone has time to keep an eye on him, he is in a diaper teathered to the person watching him.
He has been to the vet for check ups and blood work and can find nothing wrong. They just feel he was taken away from his mother to early(I got his at 12wks) and was not taught the importance of keeping his den cleaned. But for me-I am growing tired of cleaning up dog pee/pee. For the record yes I know how to potty train a dog I currently have a 3 year old un-neutered Springer Spaniel that is perfectly pottytrained.
I just need some guidance in what to do with my Papillion-fresh eyes and ideas that might think of something else for me to try. I love the little guy and want only the best for him, and with him being tied inside the house, I feel like I am failing him and giving him a miserable life.

The pads and diapers aren't helping your cause.

My mom had the same issues with her puppy-mill bichon mix.

A mini doggie door (and the 24 hour access to outside) was what finally made the difference, as he would happily lay in his own filth.

So how do YOU potty train a dog?

Just wanted to concur with Alyssa that yes, I get it that you felt desperate and resorted to pads and diapers, but they do indeed reinforce the perception that potty happens in the house: a big setback.

But I've trained dogs who had lived outdoors all their lives as well as dogs who were in a kennel day and night where they had to potty in it; this can be done.

I too would like to hear how you potty-train, not to jump on you or anything else negative, but to help with tweaking it for this situation.

I have had my Papillion since he was 12 wks old.

I pottytrained my Springer Spaniel(the same way I attempted with my Pap) when he was a puppy by taking him outside approximately every 10-15 minutes(gradually lengthening the time in between as the older he got), after every nap, after every feeding, I cut his water and food at 5. I of course got up throughout the night to take him out as well. He was confined to smaller areas, kept under watchful eyes, given a sharp NO whenever he tried to go inside, and immediately taken outside. He was given treats and LOTS of praise for going potty outside, was not allowed to play outside until he went potty.

Dumb question, but I want to make sure.

When you take him outside to use the bathroom, he goes to the bathroom before you decide to come in, right?

Oh my gosh yes!

How about trying most of his time outside with a specific potty area and short controlled times inside. Use a leash and work on him going on command before he comes in to try and make it clear to him. Also, 12wks isnt too soon to take him from the mom. Not even close. If anything, I'd wonder what bad habits he may have formed in the 4-5 weeks you didnt have to work with him.
