How can I avoid the rabies vaccine?

I've been all over the internet, impressed by how many folks do not vaccinate their dogs AT ALL. I think it's great, and would love to follow suit, but I can't seem to find a way to exempt my dog from the rabies vaccine.
I've made a few calls, looked at the laws for my state (Vermont) and can't find a shred of information about exemptions, or even the consequences of non-compliance with the law.
For those of you who don't vaccinate at all, how do you get around this?

Is your dog healthy? There are exemptions for some senior and/or health-challenged dogs. Talk to your vet.

I might, ummm... have a document... that umm... says.... that maybe my dogs have had some... shots...
My dogs are all dead to the county and state, and are not licensed. So they don't HAVE to have their vaccines. If they need to have proof for something like a trip to the lake or state parks, the groomer, or a boarding facility, IF I am asked, I flash a piece of paper...
I am VERY strict, so there are no outside contacts with the public that would ever require proof of anything. And if I have to use a vet, the dogs had shots at another vets office or at a clinic.

In what way? Just not license the dog?
The state hasn't been very forthcoming with information; I've been trying to find an exemption but there doesn't seem to be one. They just keep hammering on the "rabies epidemic" we are apparently experiencing(?!). I looked at the last ten years and not even ONE dog has tested positive for rabies in all that time here!
The licensing process is apparently 'important' in case my dog is out running the neighborhood and somebody reports it and it gets picked up...?! In almost 20 years of having dogs, that has NEVER happened, so I don't have a problem not licensing either.
I prefer legal, above-board means if at all possible. If not, I guess I'll lie too.

This concerns me a bit. I like to travel and camp and I HAVE been asked for a rabies certificate on more than one occasion. It really sucks.
In the event that I can get something from my vet exempting my dog, will state parks, etc. accept it?

See line one of my post above.
I don't allow my dogs contact with wild animals when camping or, well, period. They are leashed and I am very careful. I know my dogs will not be introducing rabies into the ecosystem, so my concern is keeping it from them. Raccoons and Opossums are my biggest worries, and then coyotes. At night everyone is locked up in crates, and during the day kept essentially tethered.
I like to keep things as above board as possible, and living with a cop, makes it mandatory, but I don't like stupid, sweeping and blind policies that put my dogs in jeopardy. I am also very worried about breed bans and targeting.
I am a good, law abiding citizen in every other way, but here I draw the line.

They may not.
One of my dogs who was a senior rescue and had had many 3-year rabies vax was exempted by the vet because of illness. The vet told me at the time that there would be private as well as public facilities that just would not accept it, and that the only thing the exemption she was actually qualified to give was against my state's requirement to give the shot. Nothing about that exemption required any facility, including a state-owned facility, to accept the unvaccinated dog.
In addition, I would imagine that a facility with actual rabies concerns (state parks with wildlife) might indeed have their own rules. But that's just a guess; I have no personal knowledge.
