Everything Ive read says within 24 hours of a temp drop to expect puppies. the 19th at 4 pm she was 100.4, and then the 20th at noon she was 98.7 and today at 3 pm she was the same. So its been over 24 hours for sure. I'm not worried per se, shes not acting any different. Shes eating, drinking, playing with her rope, and being a silly girl as usual. No panting, no nesting, no restlessness, no contractions, no nothing

Probably not needed, but what about a muzzle, just in case Mama doesn't appreciate our/your help? I've never needed one, but I know one breeder that had a bitch get extremly protective with her first litter.
Don't forget the notebook for writing birth weights/ribbon color, random thoughts, etc.

I don't think she's messing with you
Every dog is different and their births don't always follow the textbooks.
Check her every 4 hours and see if the temp is going to come down a little more. I think it should drop to around 98 about 12 hours before she gives birth, but again not every dog is the same.
