In the past several weeks, I've noticed that my 7 month 20lb Beagle-mix puppy has snapped at several dogs that have approached him while he's on a leash, but they are not.
I like to take our pup into a fielded area to run while attached to a 16 ft leash. Others let their dogs run free and a set of adjoining paths.
I am nervous around other dogs, but can sense most just want to join our gain of fetch. I hold Buckley back, but sense the tension on his leash is feeding his anxiety (he's naturally a bit skittish). I call out to the owners, who are often 250-500 feet away, to let them know my pup has snapped when frightened.
Is there a safer way to introduce two dogs when one's leashed but the other is not?

There is pretty much no situation I can think of that would have my leashed dog in the midst of a bunch of off-leash strange dogs.
I'd head for a place where you can take your leashed pup where there are no loose dogs.

To me, this is a setup for disaster for the young dog.
Sadly, people are supposed to have their dogs leashed, but some don't.
What should I do when this unfortunate situation happens?
Leave. Or, if you arrive and they're already there, go someplace else.

I agree 100% with Leih - you can not control (or depend on) other people to be responsible with their dogs, you simply have to protect your own. Keep searching - you will find somewhere safe!

My meaning is that my dog become agressive to any of the other breed except the street dogs, so at my surrounding their sre number of peoples having a pet, so she start barking once she see them ao smell them this condition become really very embarrasing when u r on walk with ur pet and she shows their agression to any of the other breed dogs.
