Hit up your city's NFL and NHL teams. I know they are always good for monetary donations to our local K9 units and youth programs, I'm sure yours would also meet the criteria.
One of the potential adopters that I am working with does a great small scale fundraiser this time of year. For the holidays she gets together with friends and whatnot to do a cookie exchange but she charges admission of a dog or cat item that will be donated to our rescue this year. Maybe you could just charge an admission fee instead of donations.
We're doing a "Running of the Wieners" ( a dachshund race ) as a charity event for our county Humane Society - it's both a hoot and profitable to boot.
5 K /10 K runs or run-walks where some other group donates the shirts raise lots of money. The shirts can be printed with advertising for the major donators in the area (here it's the hospital,Ford dealer, grocery stores, radio stations) as well as your own group. Also, some veterans who are
successful in business in your local area might donate.
You could look for a pet photographer to donate his/her time and skills. See if a pet shop will host. Free 5x7 photo of your pet with a donation to your org.
Pet costume contest, $10 (or whatever) entry fee, with prizes (donated by local pet shops/stores/org's) for the top winners. Biggest pet, smallest pet, owner look alike, etc
I know of many more fundraisers for animals.... I just cant think of any at the moment! They will come back to me, eventually.
Along the lines of the picture idea you could do pictures with Santa at a pet store. You would be surprised how many people want pictures of their pet with Santa. Our rescue does it at Petsmart so it is likely that your Petsmart would be open to it if they don't already have groups doing it.
