Daniel, I'm sorry to hear this. Cherry eye is a genetic thing and is usually present somewhere in the dog's lineage.
My dog had surgeries on both eyes.
Do not waste your money on regular vets for this, because chances are you will end up at a veterinary opthamologist's anyway.
My dog ended up with 3 surgeries; 2 by my regular vet and one by the opthamologist who had to correct problems with the first surgeries.
The surgery involves tucking the protruding tear gland back into the proper position. Do not let anyone tell you that proper treatment is to just clip the protruding gland. If this is done chances are that at some point you will need to put drops in the dog's eyes every day, for the remainder of the dog's life...
The old way was to wack off the gland. It worked. But, GSD have the dry-eye problem anyway, plus pannus, with aging, so it's probably not a great plan.
If the cornea is intact (not scratched) sometimes you can get the swelling down and the 3rd eyelid replaced using topical cortizone preps. Tugging against the pressure of a collar seems to make pressure in the eye, make the prolapse worse.
Odd that your dog has this, I seem to remember this as a basset, cocker, bulldog,
(droopy eyed) or boston terrier, chihuahua (bulging eye) problem. Hope it resolves!
It sure looks creepy.
