I got my pup when it was -30 outside which had it's chalanges, but creative thinking got us through, now the snow is melting and exposing hundreds of distractions, sight and new smells Pisa can't ignore.
I give her time to check it out, but am having a heck of a time trying to get any sort of engagment, when I do get her attention, usually with a toy, the patches of exposed grass between us win out, or leaves showing through the snow, twigs whatever.....
I'm trying shorter but more frequent outings and am acting like a drunken hyper clown, any suggestions ???
I'd work on training inside right now and LET her explore, sniff, etc... while outside for a bit. This is a whole new world for her - of course she wants to figure it all out!
Let her be a puppy outside, train inside. Doesn't mean to give up completely trying to get her engage while outside, but keep in mind her attention span is gnat sized and her nose is pulling her lots of different ways right now.
From one of Cesar Millan's shows he said, "sometime you just have to let a young dog explore and smell what's out there".
They are young and want to explore via their nose. So I let my girl sniff around on walks, but i don't stay in one spot or get hung up on one scent for more than 5-10 seconds, then I say leave it and we move on.
I'm not sure if it good, bad or neutral doing so. but I want my girl to know that sniffing is ok and good for her and her mind.

I would try for a short engaging session in the house, then as you still have her attention, open the door, get good focus, reward and release her to be a puppy outside.
As she gets older you can gradually work on getting her to focus longer and longer as you slowing work your way further into the yard before you release her.
this is all great advice, she runs to me with more enthusiam, and even came and sat infront of me when I wasn't being a mother hen, then I did the clown thing
