I don't understand the english animal control system. Do they not have a shelter system like the US?
Yes we do, dog wardens work for the county council. They are obligated to house dogs for 7 days unless an owner turns up. After 7 days dogs are given to rescues, put up for adoption or euthanised. We don't have pounds you can walk through as such - generally the dog warden rents a few kennel spaces from a boarding kennel (no staff costs etc.) and they hesitate to directly rehome them to the public because they do no behaviour tests etc.
In this case the dog warden used dangerous dog legislation to put him down. As a general rule they have little experience with dogs, so barking, lunging etc. could have been misinterpreted in this case.
