Potty training works best for me this way. Whenever I catch the pup peeing or pooping outside for the first 2 wks I own it, I give him a treat, just a small treat but a little something.
If I catch him going inside, I scoop him up (no screaming or yelling) and take him outside until he goes. Then reward.
If I just find pee or poop indoors, I don't do anything but clean it up.
This method works for me.

Yup. In a nutshell!
If the dog pees indoors, I whack myself on the head. 100% handler error: puppy was in when he needed to be OUT.
If he was tethered to the owner, this would not happen. If he was pottied every hour in this new phase, this would not happen.
Little puppy (just like human baby) pees when he needs to pee. Guiding them outdoors is done (just like human babies with a toilet) by placing them in the right place when you know it's time (and more often!) and then praising like a party when he goes there.

I'm housetraining right now. Betty is 100% in line with how I do it.
A puppy will pee or poop anywhere it is at the time it feels the urge. They have no concept of "appropriate places" for this natural function (yet)---and very little control of their bladder or bowels.
It is entirely the responsibility of the owner to have the puppy IN AN APPROPRIATE place when the urge comes. When will it come? All the time.
In my experience a puppy will pretty reliably pee:
every time it wakes up.
after drinking.
after eating.
after playing or chewing.
When they pee or poop outside (even though they had no "intention" in it, they just happened to be outside)--you must praise them as though they just cured cancer.
If they pee or poop inside. Ignore it. It's not their fault. And if you scold a puppy for peeing or pooping inside they WILL NOT MAKE THE CONNECTION to the "place"--just the "act." They will think you have a hang-up about pee or poop, making them shy about doing it even in places where you DO want them to eliminate.
Scolding a puppy over a cold poop or puddle is just crazy. They have no idea what you're mad about, they just know you're irrational and unfair.
