my 7 year old dog and our 11 week old puppy seem to play well together. but i have noticed over the last week that the puppy will bite dog on neck. they started out wrestling and barking etc, but now the puppy has started this biting, not just nipping is this normal?

Yes, it's normal...but that doesn't mean you should let it continue.
My new puppy is doing the same thing right now. Having him on a leash nearly all the time (inside and out) makes it easier for me to control him. When he's off leash playing outside and starts annoying one of the older dogs, I do whatever I have to get his attention with a toy, tug, treat, clap your hands, whistle, whatever you have to do to get him re-directed back at you, not the other dog. Today, a large stick was very interesting to him as something to chase and chew on.
From the older dog's point of view, if you let the little pest annoy him or bite him, then you aren't being a very good leader. Worse case scenario, the older dogs gets fed up enough he hurts the pup.
From the little guy's point of view, if you don't show him what's right and wrong, he simply won't ever know.
