I'm so heartbroken right now.
I have a training aquantince, who's got 2 pups from the same breeder. One 9 month old pup, and the youngest is 2 months. I just saw in a picture of the dogs that he has 3 bags of puppy chow.
How sad is this???? These are not the worlds highest quality dogs, but they are working line GSD's. Momma is sharp and nervy, and they likely will mature the same..... but I had more faith in the breeder then letting them go to a home feeding the #1 crap of all crap foods.
I looked up the ingredients, to try and help guide them to a better quality.
#1 Corn
#2 Corn Gluten Meal
#3 Chicken by product
#4 Brewers Rice
#5 Animal fat
#6 Soybean meal
....and it just keeps getting more and more horrifying as the list goes on. Yikes!!! This stuff is TERRIBLE!!!
Thanks for listening (reading?) me vent. Ugh.

I understand how you feel. I know none of my dogs can stomach any Purinia food except for Balto, (he came with a bag of it) due to the soybeans in it. Bad things happen if the big guys touch anything with soybeans in it. As for foods, Old Roy, at Walmart is the worst IMHO. As the breeder letting them have the pups, they may have never asked what they planned to feed them. I know I've never been asked what I feed my dogs by either the shelter I got 2 dogs from or the breeders of the other two. It was just suggested I feed Science Diet or Predigee which I don't.
I officially feed Diamond or Nutro, as they seem to agree with everyone's tummies without being to rich for them but they also get cut up chicken, left chili, cooked eggs etc curtesy of my husband.

The super sad thing is that the 'breeder' trains with them on a weekly basis, and hangs out with them outside of training. They're good friends, and I KNOW that the breeder has a better grasp of nutrition then to be OK with her dogs getting cardboard in a bag.

If you're well (or even semi-well) acquainted with this person why not have a non-judgemental conversation with him/her about feeding in general and various options. Maybe money's tight and they can't afford premium food. If that's the case and they'd like to feed something better but feel they can't afford it, perhaps you could suggest some better but still economical alternatives.

I'm guessing that the food issue has just never come up. Purina puppy chow is heavily marketed including that two extra years study (dogs kept at a proper weight live an average of two extra years) so the person probably thinks they doing well by their pups. For years Dog Chow and Pedigree were a mark of quality. Even though they weren't the greatest then, the quality has gone downhill in the last 15-20 years.
Just mention raw feeding sometime or how a high quality kibble made a huge difference for your dog or something and see how they respond. Then direct them to a site like Dog Aware.
FWIW, if money is tight my favorite value priced food is Diamond Naturals - runs about the same price as puppy chow and the ingredients are waaaaay better.

Costco also has some affordable foods, including grain free varieties. I will occasionally buy a bag of their salmon grain free to have around and it is priced at about half of what other grain free foods are. There is too much starch in it for my liking, but I am feeding it in supplement (training treats, bedtime snack, etc). to a raw diet, so I don't worry too much.

Purina is owned by the same company which spent millions convincing third-world mothers that their baby formula was better for babies than nursing.
Why would they care any more about your dog?
When I catch someone purchasing this garbage, I always use the 'Is your dog on a Cookies and Corn Chips diet?" approach and a short lesson on reading and translating the ingredient list. It sometimes works.

I tell people Jager is like a Porche. If I want Porche performance I feed the car high test from a reputable company. If I want to save money on fuel and buy regular from the qiuickie mart I shouldn't expect Porche performance. If your dog's only job is turning dog food into dog poop then you can afford to set the bar pretty low.
Dog food is fuel for you dog, what kind of performance do you want?

In my attempts to educate people on dog food, I've found that the vast majority of people feeding crap like this simply don't give a rats ass...I often hear "Who cares? Its just a dog..." You can show them the facts and info all day long, but it boils down to them not caring. I also noticed a lot of these same people eat crap food themselves.
