Is this a normal behavior? My dog is always pushing against my leg with the side of his hind-quarters. Submisson? Dominance? My first thought was he needs a butt scratch, but I don't really want to do anything that might be a result of a demand from him.

I wouldn't call it dominance or submission--it's just a somewhat pushy request for attention.
If you don't like it, ignore it and it will go away (after probably getting pushier first before stopping)... Or give the dog something else to do to "earn" the attention. Ask for a sit or touch before a little butt scratch, then at least the game is played with your rules, not the dogs.
