Another Bad Dog Owner

I live in a not so Hallmark neighborhood, for the last six month or even longer, as I walk my dogs in my scooter, this unleash dog keeps coming and teasing my dogs.
I got the animal control involve, plus the police, al was fine, for a while. Now the dog has been back out.
So Chico just happened to slip my grasp, and gave the dog a tumble, and since that it as occurred tree times the same incident, The dog just don't come as close.
Now the owner of the dogs, threaten me to put me in jail, I just walk away. I guess those session has been helping me. Or Chico did the talking for me.
What is the best solution to this situation? I walk on the main street, the dog comes out from a side street four houses down, If Chico keeps slipping out of my hands, they may say, I can't handle him, or worse. Dan

Am I a Bad Owner Too? I am so frustrated by this man's attitude. I even went by to provide information on my condition, so he could see. He just blew me off.
I don't see good things in the horizon, As I see Chico getting rev-up, I gets his attention, which puts him in a higher drive. I will try to pass that area as fast as I can. Dan

is it possible to walk in a different direction? that you will still be safe? if not. And the dog runs out on the road /side walk etc. at you and your dog, pepper spray him. No, your not a bad person you have the right to walk your dog on public property without being harmed. If your dog does pulls away from you and jumps on the other dog in his yard. then your wrong...good luck

I would start doing some research on the animal welfare laws of your state. You can find out what your rights and responsibilities are. If the dog that is harassing you is not on his property when he is doing this, then I would look at the animal at large portion of the laws. If your state laws so imply, if you report an animal at large or dangerous dog to an animal control or law enforcement officer , and they do nothing. They can be investigated by the state commissioners office, and fined.
I would spend a few hours and really go over what the laws say, and if you have any questions and don't feel comfortable speaking with your local animal control officer, then you can always call the state commissioners office.

Dan, you be careful with these people, there are some crazy people out there.
Maybe you could marker train this wacky dog, throw him treats and win him over. It might be easier than dealing with the owner.

Dan, is there a safe way to have a backup leash on Chiko which is attached to your scooter so that he can not get away? Technically, you need to be able to maintain control of your dogs just like this other guy should... There has got to be a way to come up with a safe "plan B"...

John, unfortunate the other side also have their own challenges. I will carry them into the woods as much as possible, but the route I take is just this one dog out of many this individual owns.

Ben, I have got animal control, plus the police, since on one occasion I feel backwards and hit my head on the street pavement. Oh yeah I was piss. Anyway, as stated before he was in compliance until several weeks ago.
I really hope things work out. To me this guy is a bully, and I am no wimp, so I will do my best, as I see Chico acting up , I will give him a correction, but is that really the way? Dan
