Example go to dog club , every german shepard barking in there owners vehicle. My rottweiler will sometimes bark, at home he is generally quiet but very alert.
Just wondering about malonis barking.

JMO.
I don't find Mals to be overly vocal, but neither is my GSD. I have seen vocal Rotts.
When it comes to club night, it is kind of a different event. Most of the dogs that are used to going, especially the ones that really love bitework, are extra keyed up and are being goaded by their drives. The same thing happens at our club. TD has his GSDs kenneled nearby (and his wife boards other breeds there, as well). The whole place is alive with dogs begging for their turn to work.
Later on, as your Rott gets used to going, he may anticipate it and love it more, and you may see him get more vocal. He may not, like my dog, who generally doesn't react to the fray.

I'd say it depends on the dog and the situation. I put a lot of time into crate training my Mal and she is super calm and quiet in her crate, even at agility and Ring training, with other dogs screaming and barking.

it's about the dog!
Not Mals but one one of my GSDs is a pia barker and the other one rarely barks at all.

I don't think it's the breed. I don't know any GSDs that bark at nothing, and only one that barks at everything.

Kind of like what said earlier, I would think it depends on the dog. Our mal only barks when she alerts on some noise outside or perceived intruder to our property and she stops on command. Otherwise, she is quiet, even during activities in which her drive is way up. That said, the police department where we live has a mal also. If the handler is outside of the car, perhaps talking to someone, the dog is quiet. Once he gets back in the car and drives off, the dog barks constantly. He's ready to do his job. If the K9 handler brings the dog out, the dog stops barking. I've driven behind the car and can hear the dog barking non-stop as we go down the street. It would drive me nuts.

i'd say it has less to do with the dog and more to do with how the dog is trained and the skill of the trainer to get what he wants out of the dog .
greg , i don't know how that officer can attend to his job with all that going on right behind his head . personally , i wouldn't want a dog that can't / won't be " shut off " , when i don't want him " switched on " .

There are a lot of dogs that are genetically predisposed to be vocal. Ask any breeder that's bred a few litters- you can tell from the yipping and barking at about 3 weeks which pups are gonna be vocal. Drift, my GSD is very vocal- her father was also a very vocal dog. I've met several of her sibs and they are all vocal. Her litter, by the way, was the noisiest litter I've ever experienced at Leerburg
My Mals are not vocal at all. But then neither were their parents. Toni is the only dog in our Flyball team that doesn't scream like an idiot in her crate during practice- she's NEVER been corrected in any way for barking in her crate. It was a serious issue when I wanted to train her to bark and hold- she would guard and hold just fine, but it took a very innovative idea to get her to bark.
My Mals will, however, join in the barking if the other dogs in the house are barking. If crated during the rukus, Toni will usually howl.
There may be an element of training involved, but in my case, that's not it. My Mals tend to be quiet because that's their nature.

It seems to me that this is a bigger factor than breed. Our TD breeds GSDs and his wife operates a boarding facility. Their place is pretty peaceful six and a half days a week, but lights up like a barndance on club night when all the prey drive starts to kick in. This is compounded by the fact that most of these dogs are encouraged to bark when they're working.
As greg pointed out, some high-drive working dogs can be more vocal when they anticipate work.
As Kelly pointed out, the less-vocal dogs can be harder to get to bark when it's necessary.
