Is she scared of the environment? Have you gotten her used to the leash before venturing outside? Try letting her play around inside with the leash and collar on. Better yet, attach the leash to yourself while inside. It took nearly 2 weeks for my pup to start enjoying going for walks. Start small, she is still very young.
She's 9 weeks old and has the probable attention span of a house fly! Call her to you and give her food rewards for coming to you outside instead of trying any sort of structured walk. If you can get her doing what you want her to for 10 seconds, that's an achievement.
As Eric alluded to, you would have been better served to condition her to the collar and leash before adding the expectation that she understand what they are for. IMO, back up a little and get her conditioned to the equipment and the environment. As Kristin said, start out by luring a few feet and don't expect her to follow for more than a few seconds at a time. THEN build on that.
Just put the collar and leash on and let her drag it around, feed her little bits of treats now and then.
Then take it off and put it away, in an hour or so bring it back out.
It takes time and repetition. She'll get it soon! Have patience!
Thanks to everyone who responded
