Ok, a very naive question here... my GSD loves to push around a big plastic ball with his snout all over the yard. Is he exercising his herding instinct?

Prey drive! my dog will do that for hours until he has scabbs on his snout, I let him do sometimes when I want to do drive building and exercise the lazy mans way, *WATCHING* <img src="/ubbthreads/images/graemlins/grin.gif" alt="" />
As menetioned your dog is not necessarily showing herding 'instinct' but it's prey/ball drive. However,when one is herding you are drawing on a dogs prey drive.
