Could someone enlighten me on the difference between a PH and a dog listed as PSH(1,2,3)?
There are many many designations for police dogs in germany.
PH, politzeihund is just one. Each jursdiction comes up with rules they feel work for them under a set of basic rquirements from the government.
You will see these things listed as PSP,DH, PSP-1, PH, DP, DPI, DPII, or DPO, DPOI,II, DHI,II, ZHI,II. etc.
They are all police titles and the exact rules you would have to look at the particular jurisdictions policy to know exactly what it entailed.
These titles are NOT SV titles but the SV does recognize them. They are issued by the jurisdiction the handler/dog work for.

Not necessarily different levels. Just different designations for a certified police dog in Germany.
The old way of having police dog I (DPOI for example) and later an advanced level (DPOII) is fading if not already gone.
I really really like the old DPOII rules, they tested the dog's character very well (Hell, I think that if working dog enthusiasts picked up this set of trial rules that once were known as the standard DPOII rules we'd be way ahead in the working dog stuff here in the US). It was a difficult test, with more than 360 paces of heeling! It had a courage test where objects were thrown at the dog inbound as well as a attack on handler where the difficulty level was very high and the discipline level on the dog was high.
Think of WPO as DPOII light.
Another test when administered well is the PSP. A scenario based test that includes building searches, area searches, scouting techniques, interviewing suspects, pursuits to capture, pursuits to B&H, and transports of suspects.
Fans of things like ASR should consider stealing the rules from this program.
