Gosh! Sounds like my dog! Whines ALL the time. For no reason she'll come up and just whine at you.
We tried everything (in our minds) - gently taking away her air when she whined, doing OB when she whined, stern NO, praising her when she didn't whine, kennelling her when she whined . . . Nothing worked.
Finally, we did the Cesar Millan dominance thing - putting her on her side with no commands, no anger, everytime she whined. Sometimes we would hold her down for a moment. That pretty much has solved the whining. Now if she whines, we just have to give her a stern look and she stops.
This is NOT alpha rolling. It's a calmer request for submission. If that makes any sense.
If I've said anything that might be dangerous to do to your dog. Don't do it. This is just what worked for me.

My dog whines all the time too. I've been trying to teach him the quiet command. When he whines, I say "quiet". If he's quiet for 3 seconds to start, then I treat him. I've been moving it up to ten seconds. He's getting the idea. This has been working in the crate and at the door, too. He doesn't get anything if he's not quiet.
I dont' mind some whining, but I don't want it to be constant. I hear it in my sleep sometimes!!!
