My son lived in Slovakia for a few years, where there are no leash laws! He was jogging a trail when a large dog went for him. Fortunately, he carried pepper spray and used it. The dog slunk off, yipping, and the owner came up and berated my son for abusing the dog! Pepper spray ain't pretty, but it is effective -- and justified if there is a habitual attacker in your region.
Drop kicking off-leash attackers works best for me. There aren't any leash laws here either, but people take it upon themselves to discipline unruly dogs, children, etc., whether or not theirs.
My APBT Redhead and I got jumped by an off-leash Fila a year or so ago. At least I think it was a Fila - I never got a good look at it, and it didn't bother with any threat displays. I was lucky to save the Fila from Redhead and my leg from the Fila when the owner got hold of its collar, shook her finger in its face and said "Now Kitten, that's not allowed!" Of course, "Kitten" was snarling up a storm.
Some passerby then asked the Fila's owner whether she should have her husband handle this dog instead.
