Diane, it could have been the scent on the woman's hands but I rather suspect it was the woman herself, meaning the first time a muzzle was put on her it was by a stranger rather than your husband or you, whom she trusts. Dogs don't like anything confining over their mouths, their only defense tool, and having it be put on by someone she didn't know was probably a mistake
Edited to say: a mistake but not something she can't get over if you or hubby introduce it the right way.

I totally agree with Sandy on this. A stranger in a strange place (with other dogs around), probably standing over her while she was restrained and then closing her mouth off. Probably pretty freaky to the dog.
BUT, also as Sandy said...nothing that a little positive associations can't fix!

My Malinois allows me to put a muzzle on no problem, I have the cheaper nylon one with plastic buckle snap. He is not muzzle trained yet but he rolls on the ground and paws at it to get it off. I am sure he would get used to it as he did the same thing with the cone/lampshade over his head when he had an injury and he got used to that like it wasn't there so I am sure the muzzle would be similar. My question is, when I was heeling him on it so he couldn't paw at it, it was alright but since he cannot open his mouth very wide he was getting winded and could not pant like all dogs do so I was worried about a health breathing problem. Is it because I have that type of muzzle and a different type would not allow him to bite but still breathe easily? Thanks.
if it is restricting his ability to open his mouth and not be able to pant, then i don't think it should be used for walks/exercise (it could be good for nail trimming or that sort of thing if he has issues).
for walking/exercise, i'd get a basket muzzle - leather, wire, plastic - that will allow him to breathe and pant.
