Yeah, it's possible, except a lawyer will be more interested in your money than justice. That's why you need to go to the licensing agency.
I'm sure if you google your state name and "veterinary board" you'll find on-line information about and possibly forms for the complaint process. And if you can give that information to the others you know about, multiple complaints might generate a little quicker action. For all you know, other complaints may have already been filed.
