I think the prices are higher than I would like, though. I mean, $7.16 for 5 lbs of chicken necks?
We've got an absolutely MASSIVE warehouse-style grocery store about 20 minutes away from where I live. It's been a really long time since I've been there (like, 12 years) but I think I'll go check it out. The prices there are usually pretty cheap.
Should be fine to start with chicken quarters. You'll still want to remove all the skin and fat for a while 'til the dog gets used to it.
Chicken legs aren't that hard, but are harder than other chicken bones like backs or necks.
Leg quarters also offer a little more of a challenge than a neck that can be swallowed more easily.
Only problem that I forsee is that the other dog is going to be PISSED around meal time. Just kiddin'. Switching the new dog is going to be so easy and more healthy that your parents might like to switch the other dog.
