b/c luc's body fat is so low (rough estimate is under 5% easily), he gets cold easily in the winter, so despite being a GSD, he has a ruffwear jacket. and a new belly blanket/jacket i'm going to try with him.
that said, even he doesn't get cold as long as we're moving, within reason. if we'll be out for a few hours in -30C, i put the coat on him, though teagan doesn't need it (though that kind of weather isn't kind to her hips). i do keep the jacket for when we're stopped to help keep him warm.
for just going for walks though, i'm sure your pup will be fine.
Exercise helps keep them warm. I put booties on my dogs for bikejor on pavement, and for walks when it's slushy out, but for just a walk in fresh snow, they act fine barefoot.
Coats are on a per-dog basis. I wouldn't think of driving my greyhound outside in cold weather without a coat. In winter he wears jammies in the house and still spends a lot of time in his crate. The lab mixes I've had in the past though I wouldn't even think of buying a coat for.
