I hope Lori comes back to clear this up, because I don't see anything in her post indicating this was an off leash beach area. There are a couple designated "dog beach" areas down here in the San Diego area, but I've never been. In terms of owner awareness and responsibility, I suspect it's just a dog park with sand. The beach/boardwalk area where we walk is strictly leash-required and there's 99.9% compliance. That said, it doesn't mean there are not quite a few HUA owners who can't read their dog, don't think it's acting aggressively, can't control it, or assume the problem must be my GSD.
I've learned the importance of reading the other dog and owner and acting appropriately without transmitting any anxiety or apprehension through the leash. A calm demeanor by your dog helps keep many encounters from escalating. Practically all of our dog "meet & greets" are fine. Some I can tell need to be kept short and a few dogs we just give a wide berth to. I looking at therapy dog work as well, so the socialization is important. You just need to become real good at assessing situations in advance.

Wait you guys! - it was NOT off-leash. There's nowhere down here where it's legal to walk your dog off leash! All of us had our dogs ON leash, even the one who attacked us! This is a public wide sidewalk that runs along the street that is uphill from the actual beach. It was busy with people walking, and maybe about 10% of them had dogs. So this is not a 'dog' specific walking place - they are just allowed to walk with you as long as they are on leash.
I would have loved to report him, but except for calling the police there is no one to report him to. We don't know him, and he was gone long before the police would have arrived. We sure wanted to report him, but we would have had to restrain him in order for him to still be around once the cops arrived.
Oh, and also, we never go to dog parks for just this reason. I am constantly 'reading' the situation with other dogs - you can usually tell by the body language whether that dog is going to be friendly or not, but this one was a BIG surprise - young black lab, no ears back, no eye to eye contact w/Kase, wagging his tail - he looked calm. But boy, was that deceiving! That's why now, we're just going to be unsocial and give all of them a wide birth!
That's why I'm so frustrated, is because I DO all things you all talked about, and still he got bit!

I make it a point never to walk my dog in an area occupied by other dogs. I go out of my way to find areas and times of day that are unlikely to include other dogs and owners.
I don't trust other people, or their dogs.
In the end, it's the only sure-fire way to avoid incidents like this.
That, and I carry a gun.

How do you guys keep this from happening when walking your dogs?
Have a dark sable with substantial bone.....People almost trip over their own feet to get out of your way.

Collapsable ASPs or PR24s are nice, but I find them somewhat lacking in the long-range application arena.
I never mastered the whole "throw the PR24 at the suspects legs" trick.

This. I drive about 15 minutes to an out-of-the-way trail so that my dog can run off-leash. The vast majority of the time I have the trail to myself. The other week I came across a woman with her husky....we both had our dogs leashed, I stepped off the trail and let them pass. I find it much more enjoyable than walking in the city where I have to be on guard all the time.
