There are already alot of schools out there that provide excellent training for handlers and trainers. Many provide very good documentation to be used in the establishment of a track record of experience for the trainer.
As for placing fault, how does "the industry" have the power to make a change? The "industry" isn't holding the leash, and isn't responsible for the daily training of the dog. The OWNER IS. If you, the owner, have a dog that is untrained (or poorly trained) and hurts someone, you will be sued or charged under the appropriate criminal law. It is the OWNER'S responsibility to manage and train the animal. Any attempt to defer this responsibility is bogus.
This is the same kind of pseudo-intellectual drivel being peddled by gun control wackjobs-they honestly think that you can reach the conduct of lawless heathens by passing laws which will only affect the people who obey those laws. <img src="/ubbthreads/images/graemlins/mad.gif" alt="" /> <img src="/ubbthreads/images/graemlins/mad.gif" alt="" /> <img src="/ubbthreads/images/graemlins/mad.gif" alt="" /> If we already know that those people are going to disobey a new law based on their conduct under existing laws, why pass a new law that also impacts the rights of law-abiding citizens? This thinking drives me absolutely insane.
If we had, as Samantha noted, the means to properly enforce the laws we have on the books already, much of the problem goes away. The same is true of utilizing already-established (and common-sense) methods of evaluating the background and experience of trainers. Check references and records. But don't gimme no ding-dang newfangled society of this-that-n-the other and say it's the magic fairy dust for the animal problems in this country-a proposition which even you admit might be "impossible". <img src="/ubbthreads/images/graemlins/mad.gif" alt="" />

Okay I am getting my @$$ kicked here so I submit-I guess in the long run no matter how you do it-you will end up with the law...which will lead to government which will lead to things getting more screwed up then they already are-I still say that all obedience trainers should be certified and evaluated from time to time-look at the crazy b*tch that trains down here-she is a dog ruiner-.
