Regardless of the reason they shyness would concern me.
Things like Rally, ob, will build his confidence. Confidence in one area leaks to all others.
Playing tug with him with good timing on letting him win could also help.
A good decoy can also build confidence by his behavior when he is working a dog.
Let me ask you this, does your decoy deserve an Academy Award when he is working young dogs and they behave in a forward type manner? You know, lots of scared noises, cowering, back stepping things like that?

You also have a couple of clubs in the Miami area, Miriam Barkus, is still I think, the regional director for WDA and she might know of someone closer to you.
One thing I learned very early on and it remains true to this day. No bite work is better then bad bitework. Will Rambeau of this board pounded that into me a while back! When I have had doubts about the quality of bite work my dogs have never suffered by me taking a break and finding a new plan. They have suffered when I continued on in spite of what that feeling in my gut was telling me.
Not saying the latter is true to your situation, just food for thought.
