I would first R/O a UTI.
I think Urethral Sphincter Mechanism Incompetence is the most common form of female incontinence (I mean after UTI incontinence, since she is young). Did you do estrogen?
I was going to suggest this, but I personally have only seen it in adult spayed dogs, (not to say it doesn't happen in young dogs) and I see this dog is only 16 months. This can be treated, though sometime only for the short term, with Stilbestrol (synthetic estrogen). The drug doesn't always work in the long term because of increased desensitization of the receptors. But since she is a young dog, there are surgical options as well.
But, yeah, rule out the other stuff first. Don't get too worried yet, but best to be informed.
