It will take at least 2 weeks before you begin to see her real personality and temperament.
Provide lots of stability and structure.....Quiet secure environment with a schedule.
Give it a few weeks, then reassess.

"At least" is a good phrase there.
I have one who was like this: By shy, I mean, when she becomes unsure she will lay down, or if I am squating she will hide underneath me. When we introduced her to another dog at the shelter, she immediately dropped down, rolled over, and pottied a little. When I met him, he was off by himself, tail tucked under, watching everything but shrinking into himself and looking elsewhere if anyone looked at or approached him. He was afraid of hands offering treats. He was very fear-reactive to other dogs. He guarded his food when I first brought him into my house. He screamed with S.A. when I left the house.
Now, despite his advanced age, he is by far the feistiest and most playful of my dogs. He's completely calm when he sees strange dogs. He has zero food guarding issues. His tail is up like a flag. He is well-trained and he loves marker training more than anything else in his life (except his dinner bowl). No S.A. Happy little old bugger.

Also, I wish I had said what Konnie said.

Connie,
I really appreciate your help, and the fact that you are giving advice on my post. I have read TONS of your posts, and it's great to here from someone, I have grown to respect.
Also, I noticed I left out the pups actualy age in my title, and body. She is 6-8 months old. Our BC mix was shy when we brought her home, and has grown out of it, but is still a little bit of a fraidy cat. But we've never really worked with her on it either. Just give clear, fair directives. She comes when called, sits, stays and that's about it.
