Well, I am an owner, not a breeder. The breeder gave me the choice of name, as long as it started with the litter letter ("F"). I also see no reason why the registered name should be changed. If you don't like it, you can always use a different call name. I happens all the time, with cats especially, who tend to get given these ridiculously long fantastical names.
A registry should be a way to trace through history and keep records, what's the point, if you can change that on a whim?

"The name of an AKC registered dog may be changed provided the dog was whelped in the United States. Further, in cases where the litter owner(s) first individually registered the dog, the litter owner(s) written consent shall be required. A dog name containing a Registered Kennel Name cannot be changed without the written consent of the owner(s) of that Registered Kennel Name. However, no change in name will be recorded by the American Kennel Club after the dog has produced or sired an AKC registered litter or has received an award at an AKC-licensed or member event. Any name change must comply with all AKC requirements.
You can download a Dog Name Change Authorization application from our Web site. The fee for changing a dog's name is $25.00. "
http://www.akc.org/pdfs/ADCG01.pdf This is the form. The way to guarantee that names aren't changed is to register the name to yourself before releasing the puppy to the new owner. Breeders can do this via the breeder whole litter registration form.
I'm not sure why they sent you this document. If this dog was an import I'm not sure that you could change the name by their own rules.
