A service dog by law,his sister must be legally defined as disabled and the Pitt trained in tasks to assist her with her disability. His training should include manners, obedience ,public access and training of at least 3 tasks.
The Department of Justice does not breed discriminate with service dogs.

Wow so many responses. Let me clarify, I understand that the dog has to be trained and by nearly cgc I didn't assume anything just to say I believe he has the right temperament and behaviors to take well to the training.

This does look like she and I will have to really research this out. She could get it prescribed most assuredly as she is heavily medicated as well; she doesn't leave her house and lives in fear and has panic disorders.

Yes you can. Sadly there are many who cannot because of their dissability, train their own dog. For those who can, it should be allowed. I know somebody who trained her own psychiatric service dog, which helped her with recognizing who was real or fake. She is doing so well now that her dog is now a certified therapy dog for other people.
I have thought about training my dog to help me in public. Actually he has skills down for that, I bravely tried them out at the hardware store. I noticed the tasks are supposed to be on cue but he natuarally does them anyway and it works better for me if I don't don't have to cue him. Because of that technicallity, I am not sure. I dunno though, I guess alerting me can be auto and then what I need him to do on cue. Some of it goes together because there are times I might not be able to cue him to help me.
A tired dog is a good dog, a trained dog is a better dog.
Update: Good news. My sisters apartment had a clause in her lease that said a service dog is protected and cannot be banned from apartment based on breed. The dog will be a psychiatric service dog and will be certified service dog.
