Betty's advice to call the AKC and have them contact the breeder sounds great.
The American Quarterhorse Association was very helpful when the seller of my sons
barrel horse sat on the papers, and the American Angus Association has helped me with cattle purchases.
It also states that he has stud rights to my dog pending titles and health tests. I'm not saying this guy is crooked, but I am frustrated that he's dragging his heels and won't even communicate his reasons.

Does not sound like a limited registration to me. If this guy thinks the pup he sold Samantha may be breeding quality, and he wants to maintain breeding rights, he'd still sell the pup with a full registration, or there would be no way for anyone to get a registerable pup out of Samantha's dog, including the breeder. The sire and dam must have full papers, since they've been bred before and have registered litters.
Could be. To me it sounds like limited registration with the condition to full registration being titles and OFA clearance (pretty normal for breeders to sell pups with limited registration until titled and OFA clearance obtained by the handler). No way to be sure unless reading the contract. But even in this case the breeder registers the litter and sends limited registration app to the handler/buyer.
As far as I understand I am NOT limited on breeding the dog myself and should have full registration on him and his progeny. The breeder told me 'I reserve the right to breed him to whatever bitch I want' and I said 'Sure, as long as he meets XYZ' and he agreed.
He sent me an email letting me know he had been 'out of town'. At least I'll be getting the papers, and I will not be buying from or dealing with him again.
