While it's true any dog that has what it takes can make a good detector dog. I've had two pits in our program. One I retired at 12 and another was poisoned (it was really that good a drug dog). Just because there are large numbers does not mean however they would all make good detector dogs. As you well know, only a small percentage make to training, with even a few of those not completing training.

I was hoping you would chime in David. I think I would be lucky to get 10%, and realistically 5% or less usable dogs, but that's still 20 working dogs that departments would have to pay $10,000 for, and 20 dogs not dead, just in my neck of the woods.
I was wondering how many departments would be interested in single purpose dogs. It's nice to have the protection training there if you need it, but in a lot of departments, dogs will go their whole career without a street bite.
We have a Rescue Pitty as a S&R dog in our community. I have talked with her owner at the gym I go to and they seem like a great pair. If I remember correctly, he is working on certifying dog #2 (can't remember if he is a PB or a Boxer)
I have to say, I feel very fortunate to have them in our area though I hope to never need their services http://www.brookingsregister.com/V2_news_articles.php?heading=0&page=76&story_id=5066
Thanks for the replies everyone. When I get boots on ground back on the mainland, I'll start looking into it. I have a place to kennel and train about 10 dogs. I will talk to the local shelters and do some testing to see what they have that may work. I'll post here with questions and updates as I go along.

Emmett (the boxer) and Eve (the rescue pit) are incredibly impressive, and their owner is extremely dedicated to them.
I have thought about this too. We have a Rescue Am staff and her drive is amazing and she loves tracking! Unfortunately, I am not in the position to do anything with it now. But I would love to be updated if you're actually going to execute this idea! Maybe I can help a little, even if it is just by spreading the word.
I made a few phone calls today, and there is a local rescue group that is going to see if some of the volunteers are interested in helping to train and perform kennel duties, and offered the use of their dog park and agility area for free.
As I said before, I don't have the resources (facility, deep pockets, or DD training experience)to run an independent operation here, but if you have any ideas about how I could support yours or others, feel free to let me know.
