I've had a few mals (fosters and owned) and none of them were vocal to the point of being obnoxious and none of them barked much unless I wanted them to. Both Radar and River had to be taught to bark on command before they'd really do it for fun or to express themselves. They'll both scream their heads off if they get drivey about something, but for the most part anyone can tell them to shut up and they will.
I think not only does genetics and training/handling have a lot to do with it, but so does the dog's natural ability to exercise self control. If Radar has to go into a down when he'd much rather chase the ball, he'll talk to himself about it to kind of vent off that excess desire so that he can do what I asked and not explode. River tends to be very quiet when she's exercising self control, but her handler focus goes to shit.
