Because the final link is the most well-learned and has the best reward history, when the links are eventually strung together, the dog is moving through less-reinforced pieces of the behavior to more-reinforced. There are much more lucid explanations of the Premack principle, but for me, it pretty much didn't matter "why" once I saw how effective back-chaining is.
