we have a phone number for the State of Maine, Animal control. You may (or may not!) be surprised to find out how many people who abuse animals, abuse their children as well...quite the correlation.
Connie,I really like the reply you gave. I have used this method more times then I can count. Most people do not see it coming. Sounds crazy but is effective much of the time.
Connie, the real scary part of that is one can only imagine what happens at home if a parent is unafraid to do that to a child in public....it is a good diversionary tactic on your part, though.

I know. We do what we can do, avoiding an escalation. With a helpless victim, it does no good to escalate the aggression......if you aren't able to actually remove the victim at that time, I think Anne was right in saying that "softening" the aggressor is the best for the victim. There isn't usually a perfect solution.

I know what you mean. I really do. But this response (it seems to me) would likely cause increased violence against the victim when you were gone. That's why I was saying "Unless you can remove the victim at that time...."
In 1874 in New York a child named Mary Ellen was being neglected and abused by her parents. There were no child abuse laws at that time, so a nurse intervened and got the Society for the Prevention of Cruelty to Animals to step in to protect the child because she was a member of the animal kingdom. There is a definite link between those who abuse animals and those who abuse children. Because I am a teacher I am by law required to report suspected child abuse and would have no problem reporting the fool who is abusing a defensless animal.

Absolutely. I'm completely convinced of that. I too have no problem reporting cruelty. Sometimes all we have a chance to do, with a stranger in a transient situation, is to intervene in a way that will de-escalate the aggression.
