Vanessa, what have you tried in order to eliminate the barking when outside or in the crate? I think 10 wks old is too young for an e-collar or bark collar (as Carol said, you'd want a bark collar for controlling barking when you're gone). Until the pup gets old enough, there are other methods you can try other than electric collars. So wondering what you've tried so far.
A couple of things to try off the top of my head:
1. Cover the crate
2. Before pup starts barking in the AM, toss in a kong filled with something frozen inside (yogurt, raw hamburger meat which would serve as its first meal of the day)
3. I'm not sure what the circumstance is of having your 10 wk old puppy outside by itself, but it's best she not be alone in the yard without you being there with her. This happens to be one valid reason, to me, that a puppy that young barks at the door. Separated from its littermates at 8 weeks, now separated from its pack at 10 weeks. For the record, I'd bark my head off too. She's just a baby and needs to be with her people. Besides, I too live in Arizona (Phoenix) and it's been quite cold outside. I'm pretty sure that's another factor in the barking.
As far as barking in the crate, it's covered and it's right next to the other dog. But she shouldn't be able to see the other dog but knows she's there. She gets let at at 430 am by my husband before she starts barking. Then she goes back in the crate, she'll normally start barking around 6:30 - 7ish waking up my son. I know she doesn't have to go to the bathroom, her water is taken up at 7pm. She might be hungry, maybe I should have my husband start feeding her at 4:30....
As far as being outside. I will put her outside around 9am, when the sun is shining with my other dog. It's a small yard with grass and trees, nothing bad to really get into it. Now I know that she will become "doggy" and it's not the best circumstances in the world. But she is being raised as a brood bitch and not a competition obedience dog so I am willing to live with the "dogginess" as I am one woman with a one year and just can't entertain the puppy 24-7. I don't want to keep her in her crate all day and I can't always watch her in the house. I will leave her out for 1-2 hours to run around and play and then put her back in the crate, and then just repeat the pattern.
I take her for short walks every day. I don't leave her outside when it's too cold or dark and she has company. She'll play for awhile and then when she's bored she'll start the barking at the door. It's a big sliding glass door with reflective film so I can see her but she can't see me.
I really think she just wants in the house where the fun is. I don't think she's lonely or cold or scared, she knows the food is in there and I'm in there.
I would never put an e-collar on her now, I just know that I've raised 2 other puppies in the last 3 years and none of them barked like she barked.
I have 16 week old pups right now and we potty them at 4:30am and feed them at 6am and this eliminates any barking. Wait until 6:30 am and they begin to bark. It is very possible your pup is hungry at 6:30am as it sounds like it has probably been 12 hours since being fed. 12 hours seems like a long time for a 10 week old puppy.
My husband fed her at 5am this morning and by 7am she was barking. I think maybe by that time she is bored and wants to start playing. I may have to start getting up earlier.....

Does she get a potty break after she eats? All my dogs eat and then we go outside.
Even Ember at 17 weeks eats her breakfast first and then we go out. She does her business and then we have a playtime session and she goes back in her crate while I get ready for work and feed the outside dogs. She will bark in her crate when I run the hairdryer but I just ignore her and she calms back down.
She is quiet as a church mouse until she hears my keys rattle and then she gets a bit restless.

I'm not sure exactly what my husband did after he fed her. I have told him that dogs poop and pee after eat, sleep and exercise. He should know, but then again......
This morning when I got up with her she had eaten about 5am and I got up 7am, she wasn't in a big rush to go to the bathroom, but she did go poop and pee. I think I am probably expecting too much out of her. I wouldn't be so worried about it, it's just that she wakes up my sleeping baby. If it was just me and my husband we'd put in ear plugs and she could bark for hours and I wouldn't care. I think I am going to figure out what time she normally starts barking, set my alarm and beat her to it. Hopefully that will stop it. If she gets used to the routine and then starts barking a half an hour earlier in anticipation we'll deal with it then. She just strikes me as that kind of puppy. Very smart, she knows what she wants!
