All labs that are licensed by USDA are restricted to buying their animals from USDA A breeders, they cannot buy from brokers/USDA B. The one lab that I know of here can only take all the dogs in a litter, they can't take just a single dog or two from a litter, as per USDA regs. An employee at that same lab also tells me that the dogs are treated very well.
I don't know if this lab is typical of most, but it did cause me to change some of my urban legends/assumptions.
I would like to know what labs are buying dogs and if they are USDA licensed. If they aren't following the rules they can be shut down.

Well Im in Canada, and my point was more to expalin why some people say they are asking a fee for their pet when trying to get rid of it.
they've been told it will ward off certain people not buying the animal for a pet, but for other reasons, such as animal testing (Im not saying I know SPECIFICALLY that labs here are doing that, Im saying that is what people think they are preventing by asking a fee)or to prevent their dog from ending up as bait dogs.
There are no federal laws in Canada that govern animal research, but there are some provincial laws pertaining specifically to animal research, as well as some federal laws that relate to the way animal research is conducted in Canada.
