From the angle of the picture, his tail looks fine to me. I would get some clarification from the breeder as to WHY she recommends cutting the tail. And then talk to a vet.
He has a long tail and the hairs on the end can make it sensitive which causes the slight curl (or could be genetic). Sometimes they also notice their tails and start playing with them. If you don't stop this it can lead to tail chasing.
I believe what the breeder meant was to trim the hair at the end of the tail. It will grow back eventually, but in the mean time, until he attains more height, this could help stop him from messing with it.
Here is a link to a picture of my girl when she was 5-6 months, if you look at her tail in the grass it is still long and I had cut at least 1 1/2 inches of "hair" off.
THANKS YOU everyone that responded, wasn't home though,just got in a bit earlier. i took kovu to the vet,she just trimmed the hair on the end of the tail(NO CHARGE)...also had him registered in the working class today..there is a competition at the end of the month(obedience and traffic test)that i am entering...on the whole a great day at the club today
