Connie has great ideas about recall in house. It would be a good idea to practice that throughout the house.
In the house, if your dog whines, ignoring him until he calms and then marking calm is good as well as upbeat marker training that is fun.
Having a watch me or look command is good. Train it in different rooms, facing different directions, sitting, standing, etc. Make sure its solid before you use it outside. It will be useful when you have a problem later while walking--you can use the watch me command BEFORE your dog stares or launches. (The watch command is a tool that is only useful if you use it at the right time.)
As to the walking outside past other dogs, Connie is right. STanding straight, tall, walking with purpose, and calmly, is required when walking a dog like yours (ours). It helped me with my dog immensely. Less pulling, less anxiety traveling down the leash from me, and by walking quickly with purpose, it doesn't give the dog a chance to lag or think.
I just have the one aggressive dog but he has improved immensely since using the advice from this board--as well as thyroid. I can't help but believe he has benefited from that as well (he is 11 yo). Others are more experienced than I. I am sure they will help you with your dog.
