Yeah, I would give Teagan's e-collar a go ... doesn't sound like the petsmart collar is strong/consistent enough if Neb's barking through it (pretty typical of the cheap collars).
I have dogtra no-bark collars which I love (I have dogtra everything), but I don't need them anymore (only use them when leaving the dogs with my sitter). Instead of allowing the pups to make the collar/correction connection I set up the bark collars with regular e-collar procedures, so I don't have nuisance barking ever
I set the stim at a level that was uncomfortable enough that the dog would stop immediately if not in drive, but not so strong that it would prevent barking when in drive ... basically, if they feel the need to bark through that stim level, I know somethings up!

LOL, Jo, Teagan loves Neb, but his 'you're my little puppy' license is quickly running out with her due to his amorous behaviour.
I should video, except it's unfair to allow it - if I let them out together and don't step in, even if he doesn't try to hump her, he runs around with his nose in her nethers....she'll be running around with this little snot attached by the nose to her privates.
