Dennis could train your dog, too, even though he's a self professed amateur. (I tend to think the pros have nothin' on him after all I've read). That would be a good neighbor.

It really seems like there isn't a way to handle this without bitter feelings... But for the safety of both you and your dog (and the neighborhood for that matter), its probably a conversation that has to happen. You should voice your opinion. And inform him that its not your wish to start trouble or be forced to report him, but as a responsible dog owner, he needs to keep that dog in the yard.
And in my corner of PA, you could get yourself a HUGE house and many, many acres for 240k!

Getting back to the OP, it appears this guy has had all the polite conversations, just call your Animal Control. Another option is to make him your dog and re home him.
