Marc, I am so glad folks have been able to help you today! Lynne is so right about the marker training; I promise that will get you and your dogs back on the right track and all in a positive format. No throwing, no yelling, etc... YOU will be able to relax and really start enjoying your dogs again!!

This is simply a good modification on the GW protocol, Marc, and one that sounds right for your two-completely-different-dogs situation.
About the dog reactivity: Lynne has given you the outline of desensitizing work. Tell us how necessary it is right now for the walks to involve other dogs within his reactive space. (For now, I'd want to control the presence and the proximity of all other dogs as much as I possibly could.)
If you tell us how that is, what your situation is, whether you have a way to work with your dog at a non-reactive distance from other dogs, etc., we can be more detailed.

About the dog reactivity, I do have a fenced in backyard where I can train with little or no distractions. We do live in a neighborhood with homes in a very close distance to eachother and there are many, many dogs in the area. And as I'm sure you know for most people, they don't control their dogs well. I try to go for our first walk as early as possible as to not encounter other dogs. Our afternoon walks usually involve many more encounters. I do know where most dogs are located and try to avoid them although we do encounter some surprises along the way. I hope that answers your question.
Update!
I took everyones advice and modified the program a bit. Tonight, I let my male out, on leash and tied to me and had him lay down in the dog bed next to me as I did work on the computer. He was in heaven!! He was out cold and sleeping in minutes and laid there for an hour. Then I switched them and the female did the same thing! They loved it and it def calmed them down. So much so that after I put them back in the crate they went to sleep and have been ever since! Hopefully my wife and I can sleep tonight!!! Thank you everyone and thank you Leerburg!!!
More Updates!
We finally slept last night due to the "modification"! YES! I made another modification today and I'm wondering if it was okay. This morning when I let one out at a time to be on leash, tied to me, the other would whine and bark. I also run a home based biz which has me on the computer and the phone a lot, so the backround noise wasn't exactley helping. So I let them both out, on leash, tied to me, sitting in the dog bed next to my desk. They are both in heaven, after licking eachothers ears, seeing they have had no contact in 5 days, they both laid down, silent and have been great. Is this okay? They have never had problems w/ eachother and they are both calm submissive. I just don't want to take a step backwards. I will still continue to walk them separatley and when I get done reading the marker training e book and start to implement that, I will also do that separatley. But is this okay?
