Jamie, I can tell (at least it seems...) that you feel a little bad about this situation. You should not. If you are not comfortable asking them to install a deadbolt that can only be opened from the inside, then get one of those sliding latch types that you could install yourself.(like Natalya suggests)
I don't care what the law says or doesn't say, there is no way that a maintenance man should be entering unannounced. They know you crate the dog when you are not home, right? If they hear the dog barking at the door it shouldn't take too many smarts for them to know that you are home and to wait until
you open the door.
OH! I like Randy and Natalya's suggestions, they are so what I would do.
I would definitely have the"dumb as a spoon" guy install it too, so he remembers that he can't just walk in....or wait, do spoons have memory capabilities?
I like the idea of installing a deadbolt as well, but I would imagine that the lease prohibits locks which the management does not have a key to. However, a latch or chain on the inside could easily be installed by Jamie without having to get permission, etc... I would personally put something in writing so that you have documentation that you have instructed them to not enter your home without prior notice.

As many others have said, this has nothing to do with the dog, and IMHO the topic of the dog has no place in the discussion you have with the property owner about surprise entries. It's just not OK.
I didn't read the whole thread so I don't know if this has been covered yet, but as a police officer, I can tell you that your dog is the least of your concerns if these guys are entering your house unannounced. Where I live, many of the home burglaries are committed by maintenance crews. It's possible that they are entering unannounced to test your reaction to this behavior. This should be addressed with the apartment management immediately as this in not acceptable in any way.
All I can say is WOW! This guy is getting WAY TOO FAMILIAL for an employee of the housing complex. In fact it is a bit scarey & creepy to me for someone to feel that they have that kind of freedom in 'your space'. Makes me wonder what he may feel he is entitled to do NEXT! Get the dead bolt on your door & use it.

The idiot guy may find himself in jail if he doesn't start to realize that there are boundries that he is crossing.
Not to scare you but...some of the worst criminals in prison seemed like 'nice guys' to some people, too.
Yeah, this kind of behaviour seems super creepy to me too. It absolutely is illegal. I had a landlord do this once. He almost lost his favorite body part and it never happened again, but it really irked me.
I would have a serious conversation with 'dumb guy'. Tell him if he doesn't hear you and heed you, you will take it up with the office. When you speak with the office, remind them that what the maintenance folks are doing is illegal. Follow up the complaint in writing. I agree that this has nothing to do with the dog so I wouldn't even go there.
In the meantime install a lock that only operates from the inside.

Nothing about the dog....They just can't come in the house its not safe at all....they do scope out targets this way..its not normal at all and shouldn't be.
Hon, you have to do something..........If you don't its an indicator to those involved that you won't do anything.............and that's not a good impression to give.
If you are worried that you will risk offending these guys, then explain to them that you are concerned for your safety and can't have people walking in.......say "it could be anyone and I don't know that till I see who is there."
I am going to up my security measures.
Look at your lease and find out your rights.....if your rights don't include reasonable safety precautions, then If I were you I would move somewhere that did.
Its just not acceptable.
