But I think that when you enter that dog park, you surrender the right to keep other dogs from making contact with your dog at the gate. I really can't see how shooting the other dog can be justified in this case.
I agree that obviously, you surrender your right to keep other dogs from interacting with yours.
I don't agree, however, that you surrender the right to not have your animal attacked, or not be bitten yourself.

My first thought was why would this officer enter a dog park with his dog on a lead?
It is a dog park, the dogs freely roam!
Perhaps the GSD is dog aggressive, in which case, IMO, the dog park should be the last place to take the dog . I see this at our park, trainers take dog aggressive dogs in dog parks to work on the aggression issues, Stupid if you ask me as any dog will just run up to him, maybe some good trainers could handle this situation, many can not! Just because he is a LEO, doesn’t mean he knows anything about handling/training a dog!
Perhaps the handler’s demeanor exasperated the situation!
