My niece's Australian Shepherd had a bad reaction (almost died) to shots and it took more then a year of treatment to get it under control. This has been a couple of yrs ago and they still spend a fortune on meds to keep the dog stable.

Bob I spoke to a woman where I live that is working with Jean Dodds to get her dogs symptoms under control 9 months after a reaction to the rabies vaccine.
I am still waiting to hear the results of tests done by Dr Dodds and also waiting to hear what lot number her dog was vaccinated with, her dong was vax'd in April.
When this happened, my worst fear was that Gladiator wouldn't make it, but I also worried about long term damage. Its been a month and he is back to normal, but knowing that symptoms can take months to appear, I'm going to be watching closely for a while.
Sorry to hear that your neice has had to go through this, no one should have to. And to have to be reminded daily, must be hard for her.

Unfortunately the rabies shot is required by law in many places so the rabies shot, and none of the others is all my own dogs have had once they are through the puppy shots.
When I did earth work with my terriers I used to get an annual shot for myself.

I never realized how bad these vaccine reactions can be, definitely gives food for thought. just thought I'd add, that while every state, does require Rabies Vacc. by law, if a dog has has a medical condition, is allergic, or has had a previous reaction to the vaccine you can get a letter of exemption from the dogs vet that would allow them to not be vaccinated, and exempt the owner from any citations for the dog not being vaccinated.

I am so glad that none of the vaccines are legislated where I live, what do you do if you live in a state that does not have Rabies exemption??

I was an ACO, all states have the rabies exemption, just most people don't know about it and there has to be a legitimate reason for it. I've had to have a dog quarantined from Canada (owner returned to canada before bite was reported) and rabies and quarantine laws in canada (at least in montreal/toronto) mirror the US laws.

The most recent page I found from July 2012, indicates that there are only 15 states with medical exemption from Rabies. So if you live in a state that does not have medical exemption (Arizona, for example, was on the list) and you dog goes through what Gladiator did, how do you plead your case?

You vet does it. I believe that there are some forms to fill out. I also believe that it has to be renewed each year at least in CT it does. It is not a lifetime exemption.
Connecticut does have the excemption in place.
There were thread here about all the new laws about this a while back...maybe a year or 2 ago. Mabe Connie who is the queen of finding this stuff from old posts will find it when she has some free time. :-)

I know that the way the Rabies vacc law is written in Ma, (and its been awhile since I looked at it so this is from memory) is that if a licensed vet, will certify, a letter to that effect that a dog cannot receive a rabies vaccine; due to health reasons, age, with a description of the dog then when licensing the dog you present the letter to the town clerk who notes the dog is rabies vaccine exempt on the license paperwork, then the dog owner has to make the letter readily available for inspection upon request at any time to officials. I had to contact AC/BOH in many different states during my AC time and Rabies laws in the US are pretty much universal.
In the case where you mention the state might not have an exemption, I would contact the state rabies lab via the state vets office (everyone has one) and describe what happened and how to proceed. There are allowances for dogs who are allergic, had reactions etc. They can advise how best to proceed.
