When I think of all the fear-biters I've known and/or worked with, small breeds are disproportionately represented. IME, they are more likely to have no clear pack structure, and to perceive that it's their job to watch out for "threats."
Ditto!!! Just because they are small, they are allowed to get away with murder!
I've even run into my share of owners who think that letting the dog get away with anything he wants is some kind of sign that the dog is loved.
This infuriates me. The poor little dog who perceives that he is on his own against the whole big world, that there is no strong pack leader to deal with threats and make decisions and keep the pack safe and not let one member terrorize another member ..... sometimes I shake my head in disbelief at the misguided stuff that passes for caring in the "furkid" world.

Even if the owner doesn't train the dog, he can control/contain the dog.
Maybe he is trying to train ... who knows?
But the dog has been off his property and charging another dog twice (at least).

I've worked with the breed (I think twice). The terrier component made me be especially play-based, with short upbeat sessions. But I like to train basic ob that way anyway. I've trained the three components of the mix, and even own a couple of one (Pugs).
But anyway, this particular dog seems to be in serious need of management above all else, from what we've read here.
I've had a couple of clients with them throughout the years and I loved the little guys. They are however, not the most driven of dogs, lol, so determining what they'll consider as a reward is a time-consuming first step in their training.
