I like Doxies, too, and I agree that they are cuddly, even when not overweight. Hmm, I guess I like more little dogs than I was first willing to admit. It's just that I'm so used to large dogs, and most of the little dogs I know among my family members are annoying and yappy, but a lot of that of course is training -- or lack of.
There are always Pugs. I think they qualify as cuddly. I don't think you will notice a bony feel to any healthy Pug!
My BIL and his family recently got a miniature Australian Shepherd.
I grew up as a child with BIG "old fashioned" smooth-coated Standard Dachshunds -- NOT yappy at all, but they were Fearless in guarding Me and our property ... Trainable & Tractable, excellent hunters & great at "nose work" Ours never had any back trouble, but you have to guard against disk problems.
Both my daughters have 1 Chi dog each in addition to each having another small dog.
#1 is pretty much the "typical" nervous, noisy Chi dog but cool with the family.
#2 raises hell with strangers but once she decides your ok she's fine.
When we keep any or all of the Kids are on vacation daughter#1's dogs don't even want to go in my yard even though Trooper has little interest in them.
Daughter#2's dog's either say leave me a lone from the Chi dog or want Trooper to play with her with the other.
Neither of those two are fearful of Trooper at all.
I call the Chi dogs bass plugs with feet.
I like the two family Chi dogs but have no plans of EVER getting one.
I suppose they are out the but I have never met and outwardly friendly one.
Seems they all shake no matter the temp outside.
On the plus side they are excellent little alarm dogs.
Has anyone ever known a nice chihuahua? They are awful patients, from a veterinarians point of view.
I knew a FABULOUS little Chi back in the '90s -- He was Extremely sweet and BRAVE Very affectionate and amazingly NOT a yapper ... Loved to CUDDLE and give Kisses !!!

Hi Betty, I researched small breeds decades ago when my daughter was interested in agility/ junior handling, Honestly, small dogs at that time weren’t my thing. We decided on a Papillon and have had no regrets. I wouldn’t consider any of the ones we have had as “snuggly”, more like your description of the Poodle. Speaking of Poodles, my Standard is super snuggly if that’s what one likes. One of my senior Papillon s passed away last year, I was recently debating another,but instead got a mini Poodle. He’s only 13 weeks, so difficult to give you feedback on him except for sharp teeth.
