If you don't want to have a fight with your neighbor and your a good dog handler. You can try talking to your neighbor about it teach your neighbor about being leader of the pack, tell her to read articles from this website and just try to work with her, try to help this dog with his issues(if your willing of course). you will be surprised how much of a difference this can make if your neighbor complies. Just even tell her about this website on all the free training articles they have. And if your neighbor refuses your offer and not try to help their dog, do what others have suggested.
Daniel: the link at the end of your post does not work. Was this a link to that study you had mentioned? I would love more information to back up the "pits are not the devil" argument! Though I'll never convince my grandfather that my pit mix won't grow up and eat us all *rolls eyes* guess I should have named him Satan!
